The Community:
Broken Arrow is a suburban community of 98,850, just to the southeast of Tulsa, Oklahoma, and is noted for low crime, good schools, quality development, and excellent transportation access to surrounding areas. These factors are primarily fueling the growth of the community.

The Police Department:
The Broken Arrow Police Department is committed to enhancing the quality of life for its citizens through the creation of safe streets, safe schools, and safe neighborhoods.  Through the application of the core values of Community Leadership and Professional Excellence, the men and women of the Broken Arrow Police Department seek to proactively address crime, identify and respond to community concerns, and create an environment of trust, justice, continuous learning and professional pride.

The Broken Arrow Police Department is staffed by 123 Police Officers and 51 civilian personnel. The Department is organized into three divisions: Headquarters, Operations, and Training. The Operations Division consists of all Uniform Officers, Traffic, Special Operations, Crisis Negotiations, K-9, School Resource Officers, Crime Prevention, and the Bicycle unit. The Headquarters Division includes Criminal, Technical, Special Investigations units, Records, Jail, Crime Lab, and Animal Control,. The Training Division is comprised of the Training Academy, where the department runs its own new recruit academy and all in-service training classes, as well as Victim Services, and the Property/Evidence unit.

Awards:
The Broken Arrow Police Department is an award winning and innovative agency.  The Department has garnered regional and national recognition for excellence in a number of  law enforcement disciplines and services, including management, research collaborations, victim services, traffic safety and enforcement, tactical operations, crime prevention, and community problem solving.  The BAPD is built around community policing with shifts designed to give officers opportunities to get out and meet the people they serve.  The Department organizes numerous community safety events and is highly proactive in crime prevention efforts.

The Position:
The Police Chief is responsible for the overall leadership and administration of the Police Department.

This position reports to the City Manager and has direct supervision over the Deputy Police Chief, Police Captain, and Administrative Assistant.

Major Duties, Knowledge and Skills:

  • Oversees the development and administration of the department budget.
  • Oversees personnel matters of laws, policies, and regulations; including regular liaison with police union.
  • Meets community public safety expectation, including regular community interaction, public speaking, media contacts, and responding to concerns.
  • Plans and oversees the development of department infrastructure, including future plans for additional training facilities and emergency operations center.
  • Knowledge of state and federal regulations and standards regarding criminal justice information systems.
  • Understands modern principles of organizational and personnel management.
  • Advanced written and oral communication skills are imperative for this position.

 

The Ideal Candidate:
The ideal candidate should possess a minimum of 10 years of relevant senior management experience, with detailed knowledge of the principles and practices of municipal law enforcement and police operations. This person will provide leadership and strategic planning for both internal and external department initiatives taking into consideration crime trends, staffing and equipment needs, community growth, and city administration plans.

The ideal candidate should have experience working in a comparable or larger community. Experience and knowledge of community policing strategies will be essential for the successful candidate.  The successful candidate will have knowledge and experience with the acquisition and application of law enforcement technology.  It is essential that this person be innovative and forward-thinking.  Recently, a bond vote authorized acquisition and renovation of an Armed Forces Reserve Center as a new Public Safety Headquarters.  This expansive facility will house the City's public safety operations for the foreseeable future Planning and development of this new public safety headquarters will entail foresight and collaboration with other City departments.   

The ideal candidate will exhibit excellent communication skills and a participative internal and external management style. The Broken Arrow Police Department is a leader in the regional law enforcement community. Maintaining and enhancing collaborative partnerships with federal, state, and local law enforcement agencies is an essential responsibility.  Training and development is a cornerstone of BAPD personnel policy.  The ideal candidate should possess the capacity and interest to be an effective mentor for staff.

Education:
Interested candidates should possess a Bachelor's Degree in a related field; a Master's Degree is preferred.  Completion of the F.B.I. National Academy or similar senior executive development course is desired.  The successful candidate must have the ability to meet current requirements set forth by the Council on Law Enforcement Education and Training for the State of Oklahoma.

Licenses and Certifications Required:
Possession of or ability to readily obtain a valid driver's license issued by the State of Oklahoma for the type of vehicle or equipment operated.

Salary:
The City of Broken Arrow is offering a competitive salary commensurate with experience and a comprehensive benefits package. Relocation assistance will be available for a  successful out of area candidate.
