The Community:
Leander presently has a population estimated at 30,000. Since 2000, the community has grown from 7,600 residents to more than 30,000. This makes Leander the 37th fastest growing City in the United States (US Census Bureau, 2009).
Leander is located approximately 26 miles north to northwest of downtown Austin Texas on US Highway 183 and is located in the far Southwest corner of Williamson County. Scenic landscapes, abundant wildlife, and waterways are common sights enjoyed by Leander residents and visitors. Named one of the fastest growing cities in Texas in 2007, Leander continues its transformation into a destination city - to live, work and play. In 2010, "Crystal Falls was named the best master-planned community" by the Austin Business Journal.
Residents and businesses have a deep appreciation for the quality of life Leander offers. Access to the Hill country along with proximity to Austin creates many opportunities for artistic, entertainment and recreational pursuits. The Leander independent school District, the 10th fastest-growing district in the US, has an excellent academic reputation. Healthcare and medical services continue to grow and develop in and around Leander.
Affordability and quality schools have been the historical drivers for the community's growth. Single-family residential homes run the gamut from first-time to executive styled living. The Leander Independent School District (LISD) is a TEA Recognized school district with over 32,000 students. Over 90 percent of the 37 campuses are either recognized or exemplary according to the Texas Education Agency.
Over the past decade the City has committed itself to knowing that change is inevitable, so it matters what you do with it. The civic and business leadership collaborated on the community's future. Leander's two award-winning land planning initiatives have provided a framework for sustainable development.
As one of the fastest growing cities in central Texas, Leander has experienced tremendous development with major retail shopping hubs, expansion of residential development, transit oriented development progress, as well as additional schools, restaurants and small businesses. Capital Metro operates the commuter rail station originating in Leander and ending in downtown Austin.
Leander Parks & Recreation operates and maintains five parks (115 acres) and non-recreational landscape areas including municipal properties, street rights-of-way and medians. Facilities include: a junior Olympic-size swimming pool, water playscape, 2 lighted multi-purpose athletic fields, lighted basketball court, 4 soccer/football fields, softball/baseball field, amphitheater, trails, picnic areas, 3 pavilions, BMX track, skate park, 4 playscapes, 5 restrooms, and once concession building.
The Parks Department also hosts special events such as their annual Blue Grass Festival, Concert Series in the Park, Movies at the Park, Spring Egg-Stravaganza, swimming lessons, softball leagues, Liberty Fest and many other programs for fun family outings.
Crystal Falls Golf Course hosts an 18-hole course set in the Hill Country and challenges golfers of various skill levels. Crystal Falls Golf Club is home to the Hill Country Amateur which was voted "Tournament of the Year" in 2010 by the Austin Amateur Golf Association.

Government:
The City of Leander operates under a Council-Manager form of government. The City Council consists of the Mayor and six Council members; members serve three-year terms. City Council terms have an election for the Mayor and Places 2, 4 and 6 for the first year, then Places 1, 3 and 5 for the second year, with the third year as a non-election year.

The Position:
The City Manager, appointed by the City Council, is the chief executive and administrative officer of the city and is responsible to the City Council for the administration of all the affairs of the city. The City Manager is responsible for the appointment of personnel. The City Manager determines day to day business, financial, personnel and strategic goals of the city providing excellent customer service through effective communications, leadership, integrity, respect and accountability.
The Ideal Candidate:
The ideal candidate should possess at least eight years of increasingly responsible experience within a government agency, preferably a municipal environment including at least 5 years of progressive supervisory and administrative experience. Knowledge and experience with water and wastewater utilities will be beneficial.
This individual should have experience working in a fast-growing community and have coordinated activities consistent with established goals, objectives and policies. The ideal candidate's background and experience should include diverse exposure to multiple aspects of municipal planning. He/she should posses experience in economic development, transit oriented development and land use planning.
The City Manager must be a visible leader with a strong ability to forge relationships with the Mayor and Council Members, city staff and the community, along with regional, statewide, and national leaders. The City Council will rely heavily on the expertise, judgment and recommendations of the City Manager so this individual should have the ability to effectively delegate authority and responsibility while maintaining appropriate levels of operational control.
The ideal candidate must have strong leadership abilities, as he/she will be expected to serve as a leader within the community and the region. Effective communication along with strong collaboration and team building skills will be necessary for this individual to be successful. The City Manager is expected to maintain and promote to city staff a professional work ethic at all levels within the organization.
Education:
Interested candidates should possess a Bachelor's Degree from an accredited four-year college or university in Government, Public Administration, Business, or a related field. A Master's Degree is preferred.
