The Community:
Round Rock, 15 miles north of downtown Austin, is one of the fastest growing and best managed municipalities in Texas. With a population of 102,000, and world headquarters for Dell, Round Rock is a major center of economic development in Central Texas. Yet our quality of life remains incredibly high.

According to a 2012 survey, 86 percent of residents are satisfied with the quality of life in Round Rock. That's because the city is steered by award-winning master plans and forward-thinking officials who work closely with the citizens, businesses, county government and the state of Texas to ensure proper execution and timely development.

Employment opportunities
In addition to Dell, Round Rock is home to other widely recognized Fortune 500 companies, including Emerson Process Management, Toppan Photomask, Hospira and Sears Teleserv, to name just a few. There are also three regional medical centers and three college campuses in the City.

Housing
It seems like everybody in Central Texas wants to live in Round Rock. And why not? We offer some of the best housing options in the area. Many neighborhoods are centered around family life, with easily accessible schools, amenity centers, parks and plenty of green spaces. Round Rock also offers a wide range of housing choices, from starter homes to golf-course communities.

Community Safety
For the seventh consecutive year, Round Rock ranks among the Safest Cities in the United States, and is No. 11 safest among cities 100,000 population or more. In a 2012 survey of city residents, 86 percent of respondents said they felt safe walking alone in their neighborhood at night.  

Cost of living
Round Rock residents enjoy one of the lowest property tax rates in the region. Voters dedicated a half-cent sales tax to property tax reduction, which means the property tax is pushed lower each year due to sales tax growth. In fact, Round Rock has actually lowered property taxes while expanding services to citizens. Round Rock residents also pay the lowest combined average monthly utility and tax costs in Central Texas, with service that has earned a 91 percent satisfaction rating.

Healthcare
The residents of Round Rock and surrounding communities in Williamson County are fortunate to have premier, technologically-advanced medical facilities like St. David's Round Rock Medical Center, Scott & White Hospital and Seton Williamson in their backyard. These hospitals offer specialized care in many areas of medicine and include state-of-the-art digital diagnostic centers.

Higher Education
There are three institutions with college campuses in Round Rock: Texas State University, Texas A&M Health Science Center and Austin Community College. The three campuses are clustered in northeast Round Rock.

Round Rock ISD
Test scores in Round Rock rank us consistently among the elite of public education, with some of the finest specialized programs available. More than a dozen Round Rock ISD schools have been named National Blue Ribbon Schools since 1990, and we continue to receive high marks for excellence across the state and nation. In October 2014, 66 RRISD students were named National Merit Scholarship Semifinalists.

Parks and Outdoor Recreation
In Round Rock, you're only 20-30 minutes away from area lakes, and just steps away from a National Gold Medal park system that includes 34 developed parks spanning more than 1,700 acres and trail corridors. Our pride and joy is Old Settlers Park, which offers 570 acres of rolling countryside for local events and festivals (making it one of the largest parks in the region). Old Settlers Park is also home to Rock' N River Family Aquatic Center, an extremely popular spot for families in the summer.

Golf
With more than 300 days of sunshine per year and our green and hilly landscape, it's no wonder golf is huge here. City-owned Forest Creek Golf Course has been named one of the top five public-play courses in Texas.

Round Rock Express
Our local Triple-A baseball team is owned by pitching legend Nolan Ryan, and is an affiliate of the Texas Rangers. The Express makes its home at the City-owned Dell Diamond, the nation's top Triple A ballpark, according to Baseball America. The club was Minor League Franchise of the Year in its first year of play and set attendance records in each of its first five seasons.

The Police Department: 

The Round Rock Texas Police Department is a dynamic, full-service police organization comprised of 147 certified police officers and 69 civilian staff. The Round Rock Police Department is responsible for the provision of public safety as well as enforcement of federal, state and city laws and ordinances. The Department helps the City maintain a high quality of life by working with neighborhoods and other organized groups of residents to resolve quality-of-life issues. The Department also is responsible for animal control and emergency (fire and police) radio dispatch functions in the City limits, as well as maintaining the recruiting, training, victim services and support functions necessary to maintain a police force of the highest quality.

Round Rock's Police Department embraces a community-policing model. The department also participates in community programs such as Operation Blue Santa, National Night Out,  and Police Explorers.

The Round Rock Police Department was first accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA) on December 4, 2004.  CALEA accreditation, which signifies that a department adheres to the best professional practices, has been awarded to fewer than 800 law enforcement agencies nationwide.

Vision: Effectively respond to the adaptive challenges created by a rapidly growing community that is striving to maintain its low crime rate and high quality of life. Deliver policing that responds to the needs of the community and engages them to share in the responsibility of keeping Round Rock a great community.

The Police Chief:

The Police Chief reports to the City Manager and plans, directs and reviews the work of Police Department personnel in enforcing laws and ordinances, protecting life and property, preserving order and preventing crime. 

The Office of the Police Chief determines departmental policies and ensures the complete discharge of all duties imposed by Texas State Law or City Ordinance. The Office is responsible for the control, management and direction of all officers and employees, as well as the Department's administration and operation. The Office of the Chief houses the Internal Affairs Detail and the Planning and Research Unit.

Education and Experience:

Interested candidates should possess a Bachelor's Degree from an accredited college or university with major course work in police science, public or business administration or a related field and have a minimum of six years of broad and extensive supervisory experience in municipal police work with at least three years in an administrative capacity.  Qualified candidates must have the ability to meet the minimum licensing requirements established by the Texas Commission on Law Enforcement Officer Standards and Education.   Previous experience as a Police Chief or Assistant Police Chief is desired.

The Ideal Candidate:

The ideal candidate should possess detailed knowledge of the principles and practices of municipal law enforcement and police operations. The successful candidate will need to think strategically and have the ability to create a plan for the future needs of the department.

This individual will need to display strong leadership, communication, decision-making, and negotiation skills and instill these traits within the rank and file of the Police Department.  It is imperative that this individual builds credibility and is able to infuse accountability and respect within the department.  The ideal candidate must exhibit strong collaboration and relationship-building skills in working with the entire organization and the community. 

The ideal candidate will understand how to blend intelligence based policing and community based policing.  This person should be able to build successful partnerships within the community to ensure a common vision is enacted and supported. The ideal candidate should have strong interpersonal skills, be an effective listener, be responsive to employee input, and provide timely feedback.  The new Police Chief should be active and visible in the community as both a City Official and as a resident, personally taking part in civic and community activities and events.

The ideal candidate will be skilled in creating a positive atmosphere for employees in the organization and within the Police Department.   The successful candidate will need to embrace a willingness to be open and transparent, and who is approachable and personable, and who value integrity and have a commitment to ethics.
