The Community

With a population of 562,960, Delaware County is a dynamic, fast-growth region strategically located southwest of Philadelphia.  Named for the Delaware River, Delaware County is the oldest settled section of Pennsylvania presently consisting of over 184 square miles divided into forty-nine municipalities.

Delaware County is the fifth most populous in the state and the third smallest land mass. Delaware County is home to six county parks and Ridley Creek State Park which encompasses more than 2,606 acres of Delaware County woodlands and meadows. The gently rolling terrain of the park, bisected by Ridley Creek, is only 16 miles from center city Philadelphia and is an oasis of open space in a growing urban area.

Government


Delaware County consists of a five-member elected Council.  In May 1975, the residents of Delaware County approved a Home Rule Charter plan which was later effective in January 1976.  The County thus because the first in the state of Pennsylvania to become a Home Rule county.

The Home Rule Charter gives County Council the authority to pass ordinances, resolutions and proclamations and to provide budget and personnel to the needs of the residents as they arise. Council is responsible for adopting a budget each calendar year, raising funds through taxes or bonds for capital projects, setting payroll scales and employee size.

County Council is involved in activities pertaining to economic development, public transportation, waste disposal, human services, land use and culture. The Council also decides the best means of providing services which are required by law or are necessary for the well-being of the county and determines the participation of the County in intergovernmental programs involving federal, state, and local government as well as distribute federal and state grants for social services.

The Council is also responsible for all legislative and administrative functions of the county government. Although Council has overall responsibility for all actions of county departments, the Executive Director, a County Council appointee, is directly responsible for the operations of certain departments as outlined in the Home Rule charter or as assigned by county Council. The primary administrative level staff assistance is provided to Council by the Executive Director and the County Clerk. Legal guidance and representation is provided by the Solicitor.

Members of County Council are elected on an at large basis to four-year terms at staggered two-year intervals when municipal elections are held, which occur in odd numbered years.  

The Position


The Prison Warden manages the vendor relationship with the County's prison services provider as well as supervises County staff with oversight of the facility. The Warden will participate in Jail Oversight Board Meetings and related activities. The Warden will play a critical role, along with the Jail Oversight Board, in the decision to process to de-privatize the current prison. 

Essential Duties:

  • Manage and plan the annual budget
  • Establish financial and programming goals for the institution
  • Review expenditures and evaluates the success and necessity of prison programs
  • Serve as a primary contact for current prison administration vendor
  • Perform routine inspections of the prison to assess the need for new equipment or repairs to the facility to maintain the safety of the institution
  • Coordinates the response during crisis situations, such as an emergency or a natural disaster
  • Work with the Jail Oversight Board to adopt, evaluate and revise prison policies and procedures, including treatment programs, job training, recreation, inmate procedures and classifications, and discipline
  • Oversee all inmate programs
  • Adhere to state and federal regulations and legislation and updating programs to reflect this
  • Monitor the operations of the institution and making changes to ensure maximum productivity, efficiency, and safety
  • Provides oversight to contract service providers as appropriate; serves on special project committees regarding a variety of department related operations
  • Serves as a public relation contact for the facility as needed/required 


Education and Experience


Qualified applicants will have a Bachelor's degree from an accredited college or university plus six (6) years of professional level work experience in corrections, and eight (8) years of experience as a Correctional Officer in a prison which includes five years of experience supervising the activities of Correctional Officers, two of which have been at the Correctional Captain level.  An equivalent combination of education and experience may be considered. 

The Ideal Candidate


The ideal candidate will be a progressive leader who possesses a record of accomplishment and success in prison rehabilitation programs for inmates with experience assisting in the creation of programs related to health, drug treatment and education, and providing post-transition support. Experience with de-privatization will be beneficial.

This individual will be an outgoing, visible leader with a genuine interest in actively participating in the community. The ideal candidate will be able to build successful partnerships with the District Attorney and Public Defender's office, and within the community to ensure a common vision is enacted and supported. The ideal candidate should have strong interpersonal skills, be an effective listener, be responsive to input, and provide timely feedback. 

Effective communication along with strong collaboration and team building skills will be necessary for this individual to be successful; advanced written and oral communication skills are imperative. The ideal candidate must have the capacity and interest to be an effective mentor and leader for staff and to promote professional development.

Residence Requirement


Delaware County has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within three months of starting employment.
